Storyline

The Alpha Quadrant is becoming crowded with individuals who are not used to taking a back seat in a crisis. These dictators in their own time have decided that the Federation isn’t making the most of their leadership skills to help maintain order during the temporal anomaly crisis. All of the leaders and the factions they have drawn to their cause are controversial, and each has a different approach. Who will you support?[1]

Conclusion

The following was sent via in-game mail on December 21, 2016.

Troubled by the continuing unrest in the Alpha Quadrant, powerful dictators from many timelines decided they could reestablish order during the temporal crisis, each using the methods they knew best. Section 31 sought to undermine leaders such as Emperor Spock and the infamous Augment Khan, believing that only its firm hand could keep the Federation safe from these tyrants. The Klingon-Cardassian Alliance, in contrast, saw the presence of these capable individuals as an opportunity. It worked to recruit them to its own cause, while minimizing the damage done by the most hot-headed among them. Meanwhile, chafing under the schemes of so many power-hungry individuals, the Maquis took a stand for the common people, encouraging them to rise up against such opportunists and defend their independence.

Led by Reginald Barclay, his intelligence greatly enhanced by a Cytherian probe, Section 31 uncovered many of its enemies' weak points. It took full advantage of the temporal crisis by seeking out people from its foes' pasts, and was able to uncover surprising intel about Khan Noonien Singh, Regent Worf, and even Emperor Spock. By carefully deploying both agents and propaganda, Section 31 cast serious doubts upon the capability of these dangerous leaders. Then, having positioned itself as the solution to the temporal crisis, Section 31 had new concerns: the fate of the Delphic Expanse. Barclay calculated that if it remained an open battleground for the Hirogen and the Dominion, it could upset the fragile order he had established. He recommended that either Odo or Voyager's EMH be sent as a Federation ambassador to stabilize the region.

The Federation ultimately appointed Odo as ambassador to the Delphic Expanse. The Dominion remained grateful to him for curing the morphogenic virus that nearly wiped out the Great Link and quickly agreed to negotiate with him. Unfortunately, his Changeling nature made it difficult to reach out to the Hirogen, who saw him as more of the same Dominion prey they'd been hunting. Odo's knowledge of espionage helped him stay one step ahead of the Hirogen until they finally accepted his status as ambassador, and he established an uneasy truce between the two sides. As he became more familiar with the Hirogen's ways, Odo suggested that the Federation recruit some Hirogen into Section 31. He believed their skills could prove useful, and in the spirit of keeping friends close but enemies closer, this would let Section 31 and the Federation keep a watchful eye on the most dangerous of the Hirogen. Others feared that this would make Section 31 even more unpredictable than it already was.

After hearing suggestions from the ambassador and many top Starfleet officers, the Federation ultimately decided to allow a few Hirogen to join Section 31. Section 31 convinced these Hirogen that its targets require a delicate form of hunt—one that would allow them access to the rest of the quadrant. These new recruits quickly proved their worth in tracking elusive sentient targets as well as information, and their knowledge of osteotomy has been the basis of several life-saving medical procedures. More troubling, however, are rumors among other Hirogen that Section 31 is genetically modifying some of their Hirogen agents pass for other species. They also claim that some Hirogen who joined Section 31 have not been heard from since. Section 31 reports that these agents are on long-term assignments, but others fear they are the subjects of unethical experimentation. Only time will tell if allowing Section 31 access to the Hirogen was wise.
