Sulu, Emperor Spock's lieutenant, has been cracking down on any rebellious offworld conquest. Help him further the spirit of Spock's reforms by devising gentler methods to discourage conquest. Despite Sulu's skepticism, the away team came up with a ten-step plan for frustrated commanders to advance their careers within the Terran Empire, only available to those who obey Spock's reforms. The away team taught Sulu the old aphorism about the carrot versus the stick, but he remains confident that his harsh methods are the only thing keeping more commanders from revolting against Emperor Spock.

Fed up with living in his "brother's" shadow, Thomas Riker proclaimed himself the ruler of a new Terran Empire colony, a position he now refuses to give up without a fight. Send an away team to negotiate his surrender. The away team reminded Thomas Riker that by placing himself in charge of the new colony, he is taking away those colonists' freedom. Having lost many years of freedom while stranded on Nervala IV, Riker agrees to surrendered. Thomas Riker refused to meet with the away team, insisting that though he may have once claimed this colony for himself, its people value his leadership. He will not leave them without a fight.

The Terran Empire's version of Leonard McCoy has just released a research paper claiming Spock's reforms will lead to the dissolution of the Empire. A team of scientists may be able to refute his findings. The away team cited the Federation's own past to dispute McCoy's claims, showing that forsaking conquest can still lead to prosperity. Given how well the Federation has fared compared to the Terran Empire, many of its citizens take note. The away team attempted to reanalyze McCoy's dire findings, but errors in their own analysis predicted an even more destructive collapse of the Terran Empire. They'll have to keep working to refute McCoy.

The Vulcan Science Academy could offer evidence of how a more peaceful existence helped their own civilization thrive, but none are willing to assist Emperor Spock. An away team will have to earn their trust. The away team acted as a go-between for the Vulcan Science Academy and the Terran Empire, sparing them a face-to-face with Emperor Spock. Their logical, unbiased discussion of Spock's decree has won it a surprising amount of support. Despite their lack of emotion, the Vulcan Science Academy's feelings regarding Emperor Spock approach loathing. The away team cannot convince them to provide evidence in support of the emperor's reforms.

The Terran Empire needs to know if he truly has such a deadly device. Subtle scans of Archer's ship revealed no power sources strong enough to power a Tantalus field. This confirmed the away team's suspicion that if he really had such a device, he would have destroyed Emperor Spock. DIALOGUE FAIL

Science Security Engineering Emperor Spock has allocated funds for a holographic arena, hoping imaginary battles will ease the Empire's transition away from conquest. He will need holoprograms to test even the most seasoned commanders. The away team created a hologram capable of simulating battles across an entire star system. It will require a great deal of power, but Emperor Spock believes it will be worth it to placate his commanders' interest in conquering new worlds. Emperor Spock tested the away team's holoprograms himself and found the simulated battles to be unworthy of his attention. They will not keep his more ambitious commanders placated under the new decree.

Diplomacy Picard has won many commanders to his side, but they might be less eager to join him if an away team can convincingly suggest that their enemies in the Klingon-Cardassian Alliance support his cause. Though some ambitious commanders still object to Spock's latest reform, many agreed to abide by it thanks to the away team's allegations that the Klingon-Cardassian Alliance has been assisting Picard's coup. A band of revolting Terran Empire commanders is making its way towards Empire Spock's compound. His guards are determined to protect him at any cost unless you can keep the mob from breaching the walls. The away team modified a shuttle to disperse a soothing neurotransmitter as it sailed over the growing mob. Many of them dispersed of their own accord, and the rest were easy for Emperor Spock's forces to capture. The away team kept the rebellious commanders at bay as long as they could, but so many battle-hardened opponents proved more than they could handle. The mob will reach Spock's compound before long.

Medicine As a supporter of Emperor Spock's reforms, T'Pol's mirror counterpart wants to mind meld with rebellious captains to learn where their allies are. A team will need to monitor their life signs during the procedure. The away team notified T'Pol when resistance to her mind melds was causing unusual mental strain in her subjects. None of the rebellious captains were harmed, and T'Pol learned the location of several of their allies. Most of the rebel captains proved to be unusually resilient. T'Pol learned nothing from them, and her attempted mind melds sent them into neural shock. The away team is doing what it can to revive the patients.

Science Engineering The Klingon-Cardassian Alliance believes the M-5 multitronic unit is powerful enough to compute the variables needed to undermine the Terran Empire. The difficult part will be creating a non-lethal version of the computer. Several dozen simulations and modified algorithms later, the away team activated the M-5 multitronic unit. It has not put any lives at risk thus far, and has been a great asset in the Klingon-Cardassian Alliance's efforts to weaken Emperor Spock. As soon as the away team activated the M-5 multitronic unit, it immediately began sapping life support to power its own defenses. They've shut it down, but the Klingon-Cardassian Alliance will need another way to duplicate it.

Picard has hired a Lethean, known for their deadly telepathic abilities, to fight alongside him. The Klingon-Cardassian Alliance wants reassurance that such a dangerous ally will not harm their operatives. The away team developed an inverse psionic resonator that can inhibit psionic fields at short distances. Alliance operatives carrying resonators should be safe from Picard's new Lethean ally if he betrays them. The Lethan mercenary gave the away team the answers they wanted to hear, but his answers were too perfect to be honest. The away team suspects he may have been reading their minds during the interview.

The mirror universe's ambitious version of Pavel Chekov claims that Picard is unqualified to lead a coup. If people heed his words, the Klingon-Cardassian Alliance will lose its best weapon against the Terran Empire. The away team convinced Chekov to put aside his bluster and slander for action. If his latest missions win support for his own coup, at least he will still undermine Emperor Spock's authority in the process. Chekov laughed in the away team's faces when they ordered him to stop slandering Picard. Picard's rebels are beginning to break into factions, and the more divided they become, the less effective they will be against the Terran Empire.

Several Mari eager to experience violent thoughts volunteered to help the Klingon-Cardassian Alliance, but the very emotions they sought overwhelmed them. Find a way to lessen the impact of such emotions. Small but regular injections of dopamine have kept the Mari volunteers calm even when exposed to violent emotions. Their telepathic abilities have made it much easier for the Klingon-Cardassian Alliance's operatives to communicate. The away team tried to gradually introduce the Mari to the darker emotions riddling the Alliance's operatives and Picard's own followers, but their patients never adapted. They will have to be sedated until they can handle such emotions.

The sadistic version of Doctor Phlox objected to the new decree, but his attempt to disguise Picard's rebels as loyal Terran guards has led to more casualties than results. He could use another surgeon's assistance. Half of the away team kept Phlox occupied during the facial reconstruction while the other half tended to their patient. Thanks to their efforts, the operative survived, and is now disguised as one of Spock's trusted officers. Despite the away team's assistance, Phlox's impatience with his patients has left another would-be agent dead on the operating table. The Klingon-Cardassian Alliance will need other means to destabilize the Empire.

When the away team told Soval the disheartening truth about Spock's past before he met the prime universe's Kirk, he reluctantly admitted that, reforms or no, Spock is still a dictator. Command Medicine Security One mirror version of Travis Mayweather was imprisoned several years ago for joining a failed rebellion against Emperor Spock. Free the experienced MACO sergeant, and he will be a valuable ally against the emperor. The away team smuggled a hypospray into Mayweather's cell, allowing him to knock out his guards. Thanks to their help, he is a free man, and he is eager to fight the emperor who imprisoned him. Mayweather was too well guarded for the away team to rescue him, though their attempt convinced his guards he was in contact with someone outside his cell. He will likely be punished for their failed rescue.

The Klingon-Cardassian Alliance knows many Kazon sects prefer to attack first and ask questions later. Convince the Kazon that Spock was planning to conquer them, and he will have one more enemy to fight. The away team's falsified Terran Empire mission reports convinced three Kazon sects that Emperor Spock planned to conquer them. Determined not to be enslaved again, they have begun their own fight against the Empire. Some Kazon make may be hasty, but they are not fools. They immediately saw through the away team's false records of Terran troop movements, ruining the Klingon-Cardassian Alliance's plan to pit them against Emperor Spock.

Engineering Diplomacy The prime universe's Captain Kirk not only inspired Emperor Spock's reforms, he also bested Spock in hand-to-hand combat. Sensationalize Kirk's account of the fight, and more people may turn against Spock. The away team turned Kirk's story of a deadly struggle into a holoprogram in which Spock is felled with a single blow. The Klingon-Cardassian Alliance will distribute the demoralizing program throughout the Empire. Captain Kirk was honest with the away team about how he nearly lost his fight with Spock aboard the ISS Enterprise, and it is hardly the kind of material they can use to question Emperor Spock's strength.

If you can sufficiently insulate their settlement, they may be able to survive there. The away team combined duranium with heat-retaining elemetns to create an insulatory alloy that should keep the Ferengi Alliance's clients warm on Alfa 177. They are eager to build homes with the new alloy. Despite the away team's life support modifications, it is impossible to keep the Alfa 177 settlement warm at night without draining all available power. The Ferengi Alliance's clients will continue looking for a new home.

Diplomacy A wealthy Terran family hired the Ferengi Alliance to evacuate them, but the Bank of Bolias has refused to release funds from their accounts. The Alliance's mercenaries will not transport the family until they are paid. The nervous accountants as the Bank of Bolias eventually admitted that the Terran family's funds had been stolen. The away team convinced them to pay for the family's evacuation until the missing funds were returned. The away team contacted the Bank of Bolias about the Terran family's funds, but every banker they spoke to refused to release the family's accounts or explain why they had been frozen.

Diplomacy The mirror universe's Rom, a hardened mercenary, refuses to take orders from another version of himself, but Grand Nagus Rom could still use his skills. Come up with a deal to make the job worth Rom's while. The away team offered Rom's mercenary crew an exclusive trade deal with the Ferengi Alliance if they help evacuate Terran Empire civilians. They accepted, and Grand Nagus Rom congratulated the away team on a making good bargain. DIALOGUE FAIL

There are only so many Terran Empire civilians who can afford the Ferengi's evacuation fees, and their homeworld grows more dangerous every day. Help them pool their resources to pay for transportation. The away team took advantage of their Ferengi alliance contacts to liquidate many of the belongings the evacuees were planning to leave behind. Those additional funds were just enough to buy them tickets offworld. The away team scrounged up all the funds they could to help the would-be evacuees, but it was not enough to pay the Ferengi's mercenaries to take them all offworld.

The Terran Empire's Maximilian Forrest is loyal to Emperor Spock, and the Ferengi Alliance suspects him of capturing their mercenaries. Have an away team observe Forrest and learn where he is keeping them. Forrest makes no suspicious movements while the away team is observing him, but he does send out several coded messages which they trace to a remote Terran Empire satellite. The missing mercenaries are being held in its confines. DIALOGUE FAIL

Medicine Diplomacy As the Ferengi Alliance evacuates more Terran citizens, many have asked to be taken to Earth, but the Federation's Earth is nothing like the one they knew. They'll need help adapting to their new surroundings. After counseling each group of Terran Empire refugees, the away team accompanied them to their new homes to ease the shock of seeing an Earth at once familiar and utterly alien. It will take them time to adapt, but they are grateful to be safe. Despite the away team's lectures, many of the Terran Empire refugees found themselves feeling out of place on Earth, shocked by the absence of the homes and places they knew in their own universe. It will be a difficult transition for them.

After a Terran civilian extraction that nearly turned deadly, the Ferengi Alliance's mercenaries have demanded a bonus which their clients refuse to pay. See if you can make a compromise between the two parties. The away team convinced the Ferengi Alliance that if they did not meet the mercenaries' demands, they'd have to hire a new, more expensive mercenary group. The Ferengi reluctantly agreed in the interest of long-term savings. The mercenaries write off the away team's suggestions as insufficient, while the Ferengi Alliance calls them too costly. The longer they argue, the longer more citizens remain trapped in the unstable Terran Empire.

The away team calmed Sakonna's passengers down, reminding them that just as not all humans belong to the Terran Empire, not all Vulcans either know or support Emperor Spock. The Ferengi Alliance's mercenaries were evacuating a crowded district when a battle between Spock and Picard's forces broke out around them. Help the mercenaries and their charges get to safety! The away team piloted a shuttle through the battle to the besieged mercenaries and Terran Empire civilians. Those they could not load onto the shuttle, they picked up via the transporter getting every last one to safety. DIALOGUE FAIL

Some of the evacuees have asked to make their new home on Galorndon Core, a notoriously unstable planet. The Ferengi Alliance does not have the means to make it habitable, but perhaps a Starfleet team can assist. The away team developed a polarized grid to cancel out Galorndon Core's own harmful magnetic field. If the Ferengi Alliance's evacuees establish such a grid around their settlement, they can live safely, undisturbed. Researching the effects of Galorndon Core's magnetic fields put the away team in sickbay. Unable to make it safe for habitation, they asked the Ferengi Alliance to find their Terran evacuees a safer hiding place.
