With the help of your away team, each creature recovered by Section 31 has a more or less accurate recreation of an appropriate habitat. Even on a holodeck, your away team is unable to guess at appropriate habitats for many of Section 31's recovered creatures.

Section 31 believes many of these creatures are hardier than the galaxy's known species, and they want to test that hypothesis through a series of rigorous stress tests. Your away team's tests are poorly designed. The creatures become aggressive quickly and must be sedated.

Command Section 31 sees some of these creatures as potential weapons of biological warfare, who can carry diseases or inflict untreatable wounds on an enemy. Discreetly deploy one of these creatures into a Terran Empire settlement to test this theory. Your away team's efforts meet with disturbing success: an entire Terran Empire settlement is wiped out after the rampage of a creature previously captured--and infected--by Section 31. The Terran Empire has spies too, and they catch wind of Section 31's plans before your away team has a chance to unleash the infected creature on their settlement.

Medicine Containment measures fail, and Section 31 doesn't want the consequences of an escaped, rabid creature on their hands. Develop and implant failsafe devices to instantly neutralize these creatures if the worst happens. Thanks to your away team, all of Section 31's recovered creatures have been implanted with failsafe devices, allowing for instant neutralization in the event they become a threat. Unfortunately, your away team botches the implantation process, accidentally euthanizing several of the creatures before they even became threats.

The creatures refuse to tolerate the recording devices your away team has attached to them, and they are quickly destroyed or removed upon release.

With all the other problems facing the galaxy, your away team fails to attract much attention to the plight of creatures in the thrall of the Federation's rival factions.

Some creatures are not pack animals, and when grouped with even like creatures, do not thrive. Assist Doctor Taylor in identifying and separating these solitary creatures from others. As many of these creatures have never been seen before, your away team is unable to determine which are loners by nature and which are simply traumatized by their displacement.

No matter how many times they try, your away team is unable to replicate a meal that appeals to the predator creatures. They sniff and turn away.

Holographic habitats might be cheaper, but they're akin to placing a creature in a starship brig, as they are devoid of the proper nutrients. Your away team has helped construct authentic, flesh-and-blood habitats for each of the creatures under the Federation's protection. Your away team's attempts to construct authentic habitats are put on hold when the first one fails disastrously, killing the creature placed within.

Your away team is unable to convince Federation politicians to devote any time or virtual ink to protecting these creatures.

Between Doctor Taylor and your away team, both the Federation and its allies now possess a basic understanding of how to care humanely for creatures in captivity. Your away team is unable to instruct others, as they are still struggling to understand the ancient concepts and procedures Doctor Taylor is attempting to teach them.

All recovered creatures react so aggressively towards your away team that they are unable to identify which might be appropriate to the vedek's request.

Many of these creatures have been removed or detained from their original points of origin, which the Bajorans believe is counter to the Prophets' wishes. Many of the locations in which these creatures were first observed would be inconvenient or even dangerous to have them in now, preventing your away team from meeting the Bajorans' request.
