The Ambassador to Umoth III reports that their brand new food replicators have been stolen, and after their last units were tampered with by the Cardassians, he suspects them this time. Try to avoid a galactic conflict as you conduct your inquiry. The last dish replicated before the theft contained cobalt diselenide, poisonous to Cardassians but a condiment for humans. The Cardassians are cleared, but now there is another data point to suggest that Mudd is stealing components for a starship. Your team is unable to dissuade the people of Umoth VIII from seeking justice from the Cardassians. Ambassadors at the Federation level will need to step in to dismantle the conflict.

When the Chancellor of Kelton IV reports an unspecified emergency, the immediate worry is for their advanced weather control system, which has historically required Federation oversight. Investigate the situation. While the away team is relieved to find the weather regulation system on Kelton IV completely intact, they will need to speak with the citizens about their definition of an "emergency." They simply needed to acquire more rain barrels. It is raining too hard for the away team to do any outdoor sleuthing.

Starfleet is developing a new subspace communication booster which makes it possible for transmissions to travel further than twenty light years. Make sure Starfleet is aware that Mudd might steal it, and takes measures to protect it. Starfleet assigns the crew to escort the communications booster to a secure base on Trillius Prime, where nobody will suspect that it is now in mass production. The equipment, too sensitive to be moved, sustains massive damage when Starfleet asks the crew to help relocate it. The communications booster will require significant repairs before it is operational and able to be re-engineered.

The resort manager on Casperia Prime has hailed your ship, asking for assistance with a string of thefts. Journey to the vacation planet to offer help and possibly also enjoy a good time. It turns out that the "theft" was simply of its entire supply of pool noodles, which a guest's unattended pet targ ingested. This doesn't fit any larger theft patterns, but the grateful management offers your crew a week's respite, gratis. The management of the vacation planet is so paranoid about the guests noticing a security team on the grounds, that they restrict the team's activities too much for any real investigation to occur.

The xenophobic Qomar are reporting the theft of their propulsion system plans. It will be diplomatically unpleasant to investigate, but it fits with the overall pattern of Mudd's thefts, so could be very important. The investigation reveals a possible theft by Mudd of a possible starship component. The Qomar were handled firmly but respectfully, and the team leaves with the sense that the species is open to efforts to help them be less xenophobic. The disrespectful behavior of the Qomar proves too much of a barrier for any true assistance to be possible in this situation.

The Pakled claim that there has been unregistered mining of the highly-regulated mineral, magnasite, on Kalla III. Yours is the closest starship that can respond. Visit Kalla III to offer assistance. Witnesses on the ground describe a stranger answering to Mudd's description, and there is a section of rock missing in one of the caves. The Nal of Gamma Vertis VI has sent out a distress call regarding a suspicious theft. This promises to be an unusual investigation, given that the citizens of the planet are mute, but you travel there nonetheless. Through a combination of written language and pantomime, the team learns that some coolant tanks were taken. This is consistent with Mudd's thefts of starship parts. Your team thinks that "a crisp motorboat beer" was stolen, but they're not entirely sure....

Wan'jin, an emissary to the Sakari, a secretive underground race, has sent a subspace message about the theft of heat-shielded metals from the Sakaran underground vaults. Look into this report. Investigation of the vault where the metals are stored indicates that there was a temperature shift in the room, consistent with a humanoid entering the area. This may have been Mudd. Despite Wan'jin's endorsement, the Sakari don't trust your delegation enough to offer meaningful information about the theft you are there to investigate. While the theft might have been by Mudd, it's uncertain, and many questions remain.

The Romulans are working on a new higher-refracting generation of superconducting crystals for the rapid nadion particles used in phasers. Go to Romulus and convince the Romulans to guard their weapons lab, without divulging the entire situation. The Romulans understand that there must be a significant threat to the galaxy if the Federation is offering this intelligence. They express appreciation and put guards in place at once. Mudd will not be able to steal the superconducting crystals. The Romulans demand to know the context of the situation before they will trust this intelligence and advice. This will not do. Either the delegation must try again, or they must leave the superconducting crystals vulnerable to Mudd's thievery.

The Cardassian colony on Pentath III is operating a series of nitrium mines there. Work with the Cardassians to temporarily close the mines until Mudd is apprehended. The Cardassian workers are thrilled to have a holiday, while the mines are closed for security reasons. Mudd will not be able to purloin the nitrium. The Cardassians demand economic recompense in order to close the mines, and won't settle for anything less than exhorbitance. They care more about profit than security. The nitrium remains at risk

An experimental new biobed for water therapies and treatment for water-based species might make an interesting target for Mudd. Dismantle and move the prototypes to Makus III for safe keeping so that they can't be found by thieves. The scientists in New Paris are delighted by the chance to investigate and even test the new biobeds, which are now safe from the grasp of anyone who would steal them. The equipment wasn't fully dry when loaded, and has shorted out the electrical system. The crew makes an emergency landing on Murasaki 312 to perform the necessary repairs and make sure the equipment is secure before continuing on to Makus III.

The fusion-powered atomic absorption spectrophotometer in Adigeon Prime's genetics lab is the only known one of its kind, and might make a promising target for Mudd. Install a security system to protect it. The spectrophotometer is very well protected by a combination of devices, alarms and traps. Authorities will be well able to intervene and apprehend anyone who tries to steal it. A laser alarm was the wrong choice, because it interferes with the integrity of the spectrophotometer's readings. The security issue remains, and the sensitive apparatus must now be repaired.

The Vulcans are experimenting with a tractor beam powerful enough to move moons and small planets. Build a more secure place to store the beam, with several systems to deter theft. The new underground facility is not only a secret location to outsiders, but it has enough stringent security systems and protocols to deter Mudd and other would-be thieves of the new tractor beam. The Vulcans find these concerns to be illogical, since the tractor beam is not yet operational. They will not accept this assistance.

The Klingons have been experimenting with a new propulsion system based on gravity displacement. Offer them extra security to protect their prototype. The Klingon High Council is honored by the Ferengi Alliance's concern and gladly accepts an additional unit of guards to protect against theft of its new propulsion system prototype. The Klingons are angered that the Ferengi Alliance is meddling in their internal affairs and believe they can handle any risks, themselves.

A Ferengi operative has come into possession of a map, believed to be pointing to a Travisian supply cache hidden in the Lyshan system. Follow the map and see what it's pointing to. Your crew finds a significant stash of ammunition, and confiscates it before it can be found and sold. The map points to a location that doesn't technically exist. The map is a hoax, designed to fleece smugglers in the black marker.

An undercover Ferengi operative has reported intelligence that there is trouble on Ghorusda that should be dealt with at once. The Ghorusdan were working on an advanced series of warp cores which have now gone missing. If Mudd stole these cores, it would give him unprecedented speed. You report this intelligence immediately to a grateful Federation. The Ghorusdan are not forthcoming with the team because what they were working on was top secret, and they are not willing to share.

Meet Michael at the provided coordinates for a briefing, and watch for members of the Shadow Market. Michael informs the team that Ivra Kav is again running stolen Klingon-engineered disruptor rifles. Your team intercepts Kav, confiscates the rifles, and turns both the smuggler and the rifles over to the Klingon High Council. When your team learns that Ivra Kav is again selling stolen Klingon-engineered disruptor rifles through the Shadow Market, they move to intercept him. They capture Kav, but the rifles are already in Mudd's hands.

Dr. Bashir sees an advertisement in the subspace travel channel for Klag's Galaxy Tours. This seems familiar and important somehow, but he's not sure why. Sign up for a tour to see if there's anything amiss. Just as before, your team catches Klag using his tour company as a cover for meeting with other smugglers. Once your crew announces this to the tour group and offers to escort them all home, Klag will not be able to do business this way any longer. You sit through a mostly uneventful three-hour tour of the Paulson Nebula, made famous when the Enterprise hid there from the Borg cube. Interesting, but it doesn’t help your mission at all.

Hagon, the Ligonian leader, warns that his nemesis, Yar, has left Ligon II with most of the planet's important medicines. Recover the medical equipment before Yar can sell it. Your crew traces Yar's ship to a far corner of the Beta quadrant, behind a moon and waiting for a rendezvous. Yar and the supplies are apprehended and returned to Ligon II to await Hagon's judgment. By the time your crew tracks down Yar's ship, he has already sold all the medical supplies to Mudd.

Ambassador Spock explains that Nero, the mining vessel captain, has been seen coming and going from the Rura Penthe prison. This is concerning, since Nero has committed hostile acts in the past. Follow Nero to find out what he's doing at the prison. Prison visitor logs reveal that Nero has been visiting Quocch, who is still running his smuggling empire from prison. When alerted to this, the warden sees that Quocch is moved to a more solitary prison location, and his operation is disrupted. Nero discovers that he is being followed and opens fire. The conflict causes injuries to your party, as Nero escapes, and nothing is learned about his strange behavior.

Data's former captor, Kivas Fajo, has been spotted again on Lya IV. Since this is where he took Data during the kidnapping, it raises questions about why he has returned. Confront Fajo. When apprehended, Fajo reveals that he is set to rendezvous with Mudd, to get orders. Your crew hides nearby as the meeting takes place, to potentially capture Mudd. Mudd escapes, but Kivas Fajo's cover is blown and he can no longer operate. Your crew interrupts a meeting between Fajo and Mudd, who both escape when discovered.

Clegg, on Khosala II, has been working on a more advanced framework for holosuite technology. His computer has been hacked. Find the origin of the hack, and scramble the data stream. Your crew tracks the data stream to a Calvonian ship, leaving the system. When confronted, the captain agrees to turn over all copies of the stolen data in exchange for some Federation credits, as he had intended to sell the data to Mudd. The stolen data is traced to a Calvonian ship, on its way out of the system. Your crew tries, but fails, to intercept them.

Tuvok gives you the name of a Ba'Neth, on Kesat, who is a prominent fence in the Delta Quadrant. Seek out the Ba'Neth and see what he knows. Confronting the Ba'Neth fence leads you to Nace Gulrag, a Bajoran who recently sold some stolen titanium piping to Mudd. Your crew is able to intercept Gulrag's delivery before it reaches the arranged coordinates. The Ba'Neth fence refuses to reveal any information, and evades your team's grasp, slinking back into the shadows.

The Maquis are selling plans for a planetary-grade thermobolic bomb on their shadowy black market. Do whatever is necessary to keep it from landing in Mudd's hands. Threatening the Maquis with a new level of Federation conflicts was effective. The Maquis turn over the plans to Starfleet for safe keeping. The Maquis will not confirm or deny the existence of such plans, and are angry that they have been targeted in this manner.
