You find yourself and your crew in what seems to be a holodeck simulation. You've heard that Section 31 has a habit of abducting and testing the loyalties of those whom it would work with. Convince the members of Section 31 that you can be trusted. You and your crew manage to demonstrate your trustworthiness to the members of Section 31. Thus, they are willing to continue working with you. The reluctant nature of several of your crew members leaves Section 31 unimpressed. They'll continue looking for traitors within the Federation, and they'll do it without you. Now if only you could get them to come back and deactivate the simulation.

Malcolm Reed has received word that members of Starfleet being blackmailed. They are being lured into taking sides on the Vulcan-Andorian hostilities, with the threat of harmful information being leaked about them, or worse. Investigate these claims. Upon investigation, these instances all share two common traits: each victim receives a message from an anonymous sender; and the sender has access to a lot of intel regarding Starfleet personnel. Reed sets to work locating the source of such a leak. The victims of these blackmail attempts are terrified to speak further to you or Reed, out of fear of retaliation.

Engineering Doctor Julian Bashir reports that there have been several recent instances of hacking into Starfleet's medical database. He requests that you and your crew conduct an investigation. Your investigation reveals that someone has been stealing information on Vulcan and Andorian anatomy, including reactions to certain pathogens. Beyond what Bashir has told you, you find little intel on what information, if any, was stolen. One of your crew members, however, happens upon some of your less-than-impressive physicals.

Concerned about the Starfleet so beloved by his son and his "ward", Sarek begins to wonder about the position of Vulcans within the organization, and how they might be adversely impacted by current circumstances. Put Sarek's concerns to rest. You take Sarek aboard a Starfleet vessel with a Vulcan captain and an Andorian security officer to demonstrate the cohesiveness of the crew in spite of current events, noting in particular the mutual respect between the Vulcan and the Andorian. The diverse vessel you invite Sarek aboard turns out to be a hotbed of of Vulcan-Andorian hostilities. Though his face remains stoic, you can tell he feels he was right to be concerned.

Luther Sloan informs you that some members of a Starfleet crew are suspected of passing off vital information regarding the incident on Paan Mokar to an external individual. Investigate the crew for any potential leaks. After quarantining and interviewing each crew member separately, you learn that several of them were contacted by an anonymous individual requesting information, with a variety of different rewards promised. It seems value loyalty more than others. DIALOGUE FAIL

Harris contacts your crew regarding a missing weapons shipment that was intercepted before reaching Starfleet. Find out what happened to the missing shipment before it can be used for unsavory purposes. Records indicate that the shipment was accepted by someone from Starfleet, but all data on the actual name has been corrupted. You also learn this is not the first time such a lapse has happened, and track down the weak link on the supply side. DIALOGUE FAIL

Idrin informs you of a communication his crew intercepted: several ships are amassing at Regulus and the Andorians fear those ships might mount an attack. Shras notes that the Vulcans have used this tactic before. Head for Regulus to investigate. You track a ship bound for Regulus and The Hirogen use their tractor beam to seize it. While most of the crew escapes via shuttlepod, they manage to catch one individual–not Vulcan–but their rough interrogation tactics yield little results. The vessels starting to gather near Regulus are alerted to the approach of the less than subtle Hirogen warship and they quickly disperse. The damage is already done: the Andorians recognize the Vulcan tactic and grow even more suspicious.

Diplomacy An undocumented ship appears in Andorian space and Shras asks the Hirogen to pursue it for answers. He is horrified to hear talk of what trophies they intend to take from their prey. Persuade the Hirogen to bring back the ship's crew back alive. Reluctantly, the Hirogen agree to your demands, but it is ultimately a moot point: the ship flees when they give chase and they are unable to catch it. The Hirogen are insulted that you would challenge one of their most deeply held customs. As you continue to try and broker a compromise, the ship has begun firing on an Andorian vessel that attempted to intercept it.

Heavily immersed in his own culture's hierarchy, Turanj insists that capturing Tarah will not be enough, if there is a Beta to take her place. He insists that you evaluate Andorians previously affiliated with her to sniff out a potential candidate. You manage to gain enough intel on Tarah's associates to generate a respectable list. Now the bigger challenge will be convincing the Hirogen to merely observe, rather than going for the kill based on loose leads. DIALOGUE FAIL

The Hirogen are alerted to activity within their supposedly inactive communications network. Someone has been reactivating the relay stations and sending encrypted messages. Investigate the network to see who is using it and for what purpose. You manage to intercept one of the messages, but with the network still in bad shape, most of the data is lost. The message does contain coordinates within Andorian space, a date, and a time. Unable to locate the source, you deactivate the station. Inexperienced with the Hirogen communications network, your crew is unable to determine who has been tampering with the dormant network.

In order to understand who they are pursuing, Donik created a holoprogram with any intel on the two Federation rivals, and Tarah. His creations became self-aware and now Holo-Tarah has taken over his ship! Rescue Donik and his crew. Your crew manages to successfully board the Hirogen holoship, subdue Hologram Tarah and the Hologram Andorians she has rallied, and deactivate the program. Maybe Donik and the Hirogen have actually learned their lesson this time. Your crew is dumbfounded at the chaos and destruction wrought by holoprograms. They are unable to subdue Hologram Tarah or any of the others and are forced to flee the ship with Donik and the surviving Hirogen from the ship.

The Hirogen are thrilled at the prospect of hunting potentially worthy prey, but Karr seems skeptical as to whether you're up to the task or not. Invite them to the holodeck and show them what you and your crew can do. Your team performs admirably during the simulated hunt and Karr reluctantly commends you, though the Hirogen hunters brush off your performance by saying the prey in your simulation are inferior to their own. The Hirogen visitors make quick work of the holographic prey before your crew members ever get a shot. To add insult to injury, they scorn the inferior design of holographic prey that cannot even feel pain nor learn from its mistakes.

Engineering Tora Ziyal believes that art may have a place in these attempts to engender goodwill between the Vulcans and Andorians. Get her the materials she needs to complete a series of paintings for Andorian ambassadors to gift the Vulcan High Council. Tora's paintings are touching tributes to several Vulcan cultural sights, to the point that she encourages several Andorians to create their own. The gifts prove a poignant tribute to Vulcan history and impress the High Council. Without due consideration, Tora ends up painting the Temple of Amonak. Before anyone can warn her, it makes its way into the set to be given to the Vulcans. They destroy the painting and insist that the Andorians are as vile as ever.

As a Human who was raised Vulcan, Burnham understands the gravity of the situation. One of your Cardassian allies suggests a meeting with the Vulcan High Command and Council. Join Burnham and see if you can help her sway Vulcan suspicions. You and Burnham remind the Vulcan High Command of the chaos that was the Battle of Andoria, of the strain of the Cold War between the two, and sway the Council with admiration of the peace that has reigned for two centuries, and that should continue. Dukat insists that part of your so-called "public relations issue" is the fact that Tarah is being seen as a grassroots hero by some, a rebel fighting with genuine concern for her people. Your best bet is to sway that narrative and put up a new hero. With Dukat's aid, you begin spreading talk of other notable Andorians, like Shran, who have worked, in spite of their misgivings, to maintain peace. The narrative you spread regarding more peaceful Andorians is far too sugar-coated for some and backfires, elevating Tarah in the eyes of many as someone who is brave enough to speak the truth and do what needs to be done.

Diplomacy Elim Garak proposes that perhaps the simplest path to putting a positive spin in the situation is to have both factions "talk it out". As a man with a silver tongue, he will play host. Convince a representative from both sides to join the discussion. Garak's moderated discussion is broadcast throughout Vulcan and Andorian space. Viewers find him a charismatic host and moderator and he manages to keep the conversation fun and casual. Viewers from both factions are intrigued by what they learn. Garak comes off as more antagonistic than charming, and quickly agitates both guests and, by extension, his viewing audience. Perhaps he shouldn't quit his day job.

Engineering Broadcasts have been coming from satellites near the Vulcan-Andorian border, venting their frustrations regarding the other side. Being audio only, you have reason to suspect they may be fake. Hack the satellites and get rid of the smear broadcasts. Your team hacks into the satellites and though you cannot seem to trace the broadcasts, you manage to swap them out with one recorded by members of the Federation, reminding them of all the good two hundred years of cooperation has done. Your team is unsuccessful at hacking into the satellites. As the vile broadcasts continue, resentment between Vulcans and Andorians begins to mount.

Security Seska is skeptical of the necessity for any positive propaganda campaign. After all, if hostilities arise between Vulcans and Andorians, who cares? Seska's skepticism is causing doubt among the other Cardassian crew members. Try to change her mind. You and Burnham explain the vital place of both factions in the history of the Federation and why peace between them matters. While Seska is not completely swayed, you've at least managed to keep the Cardassians interested in aiding you for now. Seska's words prove more convincing than yours and many of the Cardassians assisting you decide to not only abandon the mission, but that watching the Vulcans and Andorians turn on each other might be its own brand of fun.
